I’d say JJJ is closer to the third Hokage in the sense that on both sides of the ball he is the most rounded (offensively and defensively). Being the yellow flash, the 4th Hokage is known more for his offensive capabilites while the 3rd with his knowledge of over a thousand jutsu is a “defend the village type” of Hokage, but like JJJ is versatile and when needed, can take the offensive
