I wouldn’t call it outsmarting anyone. What I would say is gaining those second rounders could really help them get a win now piece at the deadline but I still don’t see this roster winning a title at any point so
There's an example of this in the NFL, the LA Rams since 2017, whose motto was "F them picks." It did work, they won the Super Bowl two seasons ago. Though the wheels almost immediately came off, their older players they traded for were injured, salary cap issues caught up with them and they're a bottom feeder now and have no real way to improve for anotehr couple of seasons.

They're building an extremely high risk 2-year outlook around a team with an aging KD, injury prone Brad Beal and Devin Booker. Book hasnt proven himself as "the best player on a title team" yet. He could very easily request a trade within the next two seasons and your best security for him is Kevin Durant who is 1) aging 2) injury prone and 3) has not made it to the conference finals since he was at Golden State. And since the Suns are getting the worst out of these pick swaps their rebuild is going to last an easy 6 years unless some random trade miracle happens.

Hypothetically, they can go and do it 29 times. That's insane… I'm astonished that the regulation covering pick swaps didn't forsee this and limit it in some way (such as 3 teams involved max)…
They aren't that smart they traded a second round pick in a swap for the Spurs to take their only PG and they only get their pick if the Spurs fall exactly between 50-55th in the league, which would be so incredibly unlikely. They just have less now than everyone and if they don't win this year they have nothing left and they'll have to trade Booker for anything available
