My first thought was Bob McAdoo, but he wore #11. But I think it’s Kenny Carr, who, according to BSKRef wore #7 in the 1979-80 season. But I could only find pics of him wearing #2 for the Lakers, not #7. It looks like he only wore #7 during his half of the 79-80 season with the Lakers. The only other Lakers player to wear #7 in the 70s or 80s was Marty Byrnes during the same 79-80 season. However this is certainly not Marty Byrnes, because he’s white and could never pull off such fantastic Afro and sideburns. Tl;Dr Kenny Carr
