I think its just overstock. The same Kawhi city jersey has been on sale all summer on Nike’s store (and cheaper too, no bumble logo is the only difference)

In another month when the season starts there will be a new version of this jersey so they got to move as many of the old ones they can, They might even hit a bigger price drop after the season starts
