No, you guys don’t understand the odds. The Bucks and Celtics are favoured to win over the Nuggets because the east is so weak compared to the west. In the east it’s an easier pathway to the finals and it’s likely the eastern team will have a better regular season record and get home court advantage in the finals. That’s reflected in the odds.
