With his play last season, Russ earned the starting spot for LAC.
Plus he's a better fit as a starter with PG and Kawhi. We saw Russ let PG and Kawhi cook and accept being the 3rd guy.
Harden struggled taking a backseat to Embiid, there's no way he's going to accept being a 3rd or 4th guy.
LAC wants to keep Mann because they know they'll be taking a big risk if they get Harden.

Let's call a spade a spade, James Harden is a washed out, has been.
He can do what he did in Houston in spurts, short ones at that, but expecting that level of performance or delivery from him night in, night out for 82 games is a delusion.
