    OK, now all we need is an up-to $20 million/year tax exemption for any players retained by the franchise that drafted them, and we’re good. All those free-agent bottom feeders will be left alone in the luxury tax bracket 🙂

    EDIT: Upon reflection . . .

    Let’s say: “A franchise may deduct from its payroll for tax-calculation purposes 50% of the salary of any player drafted by that franchise (or signed in trades prior to the start of their first season), up to a maximum of $20 million/year. A franchise may similarly deduct 5% of the salary of any free agent per year of service with the franchise beginning with the player’s **second** year with the franchise.”

    (The latter clause would bring a FA up to equivalence with a drafted player after 10 years of service, which also qualifies as good player retention.)
