Ruland shouldn’t be blamed for that dumb trade, and you could argue that early career Bullets’ Ruland was better than any Lakers version of Bynum. He was tracking to be what Arvydas Sabonis was internationally or like Jokic is like today so you could see the thought process even if it blew up in everyone’s faces.
Bynum was lazy and just didn’t like basketball but forgot to tell anyone that.

Jeff Ruland at least worked hard to rehab and tried to come back from his injuries (after like 5 years.) Bynum went bowling.
I blame Harold Katz the cheapskate more than anything. Didn’t want to pay Moses, tried to replace him on the cheap.
