Depending on how the protections shake out, the Heat could be killing their ability to trade picks until 2030 with this trade, so I imagine they would say no.

I’d imagine the Heat are expecting to land a bigger fish than Tyus Jones with Lowry’s expiring salary. And they would certainly have no reason to attach a FRP in order to do so.
Draft picks are attached to entice rebuilding teams to take on bad long-term contracts, not expiring ones.
