   In order of most to least likely:

   Vegas

   Seattle (Bring back the Sonics, not a new team)

   Montreal

   Mexico City

   Kansas

   San Diego

   San Francisco or another California team

   Vancouver

   I mean everyone on here will say Van cause they had a team, but Montreal has wayyy more real potential and is a way better sports city in terms of attraction and culture.
