I think it has to be Sarr since he has the best combination of relatively believable floor as a plus defender, and at least some hope of a high ceiling due to his flashes on offense. I do think he’s a project though, and will likely be a very negative offensive player next year.
I think right now my Blazers board would be something like:

Tier 2:
Buzelis (high ceiling low floor), Clingan (high floor, medium ceiling)
Tier 3:
Risacher (medium floor, medium ceiling), Cody Williams (sky high ceiling, core of the earth floor)
Tier 4:
Holland (don’t like the fit), Castle (don’t like the fit)
Flyers that would I’d be happy and/or excited about with the Warriors pick:
Knecht, Furphy, Ke’lel Ware, Tyler Smith, Salaun, Missi, Kyshawn George

If we dont move up and Sarr/Topic aren’t available at #3 I look to move the pick to Toronto for the 6th+17th pick as I am just not sold on Risacher at #3. Toronto needs a PG and Rob Dillingham is who they would absolutely love to get. With the Toronto 6th pick I would take Matas Buzellis and the 17th I would hope for one of Cody Williams, Ron Holland or Dalton Knecht to slide. Most likely we will pick one of these three players with the GSW pick but if one of these are still available at #17 you can scoop the last one of them up.

Sarr (clear top pick with our first) Buzelis/Williams (top pick if Sarr is gone) Salaun/Risacher/Holland (if all above are gone, depressing but acceptable use of our first, good value for GSW pick) Filipowski/Clingan/Da Silva/Missi/Holmes (fair value for Warriors pick, good if we somehow acquire a late first, fantastic value with a 2nd) Smith/Dunn/Almansa (good value with a 2nd) Comche/Karaban (worth a flyer with a second)

Gotta find a way to clear the deck and trade both Ant AND Malcolm because I don’t want us to be forced to draft a tall forward with our PDX FRP because I don’t believe in drafting for need. If we were a winning team already there’d be another conversation about it, but we aren’t, so we shouldn’t. Shepherd and Castle are 2 guys in particular who I would love to have as our 3rd guard behind Scoot/Shaedon. I’d feel pretty gross leaving them on the board and being forced to draft a non-Sarr prospect who management might not really fully believe in.
Orlando could absorb both Ant AND Brogdon assuming they let Fultz/Harris/Ingles expire (and they should in my opinion). Give us 2-3 FRP’s plus a swap or two and lets call it a day.
My dream scenario under that is us lucking into Sarr at #1, and then finding a way to package ORL (16 currently) and Warriors (13 currently) for 6-10 to draft one of Shepherd or Castle. I would just absolutely LOVE our foundation moving forward.

If we’re at #1, it’s gotta be Sarr. Highest ceiling, and probably top 4 floor amongst the lottery, no brainer. After that, I like Buzelis, Williams, and Clingan, not in any order, but just have size and some upside that it’s worth the risk
