Spurs loves defensive combo guards like Murray, White, Primo so I think they would draft Stephon Castle and if the Raptors pick convey, I have feeling they would draft Dalton Knecht. I heard Spurs scouts are quite high on him.

Does Topic have the highest ceiling of all available players at 3? No way. Spurs never draft for position. Wemby has proven he will be a possible Top 10 player next year. Time line has moved up so Spurs will for SURE be grabbing a proven top level PG in free agency or via trade either next year or year after. they simply cant wait for a rookie to develop. Spurs are about to make some waves. Just wait.
As a long time Spurs fan I would really like to see the Spurs go for Risacher or Matas Buzelis.

(1) Risacher (2) Sarr (3) Dillingham (4) Topic (5) Castle (6) Williams. Right now SA is tied with Charlotte for 3rd worst record. 20-60. Doesn't matter. The Spurs will get Topic either way, because Charlotte will choose Castle to play next to Ball. They don't need Topic. This draft is so strange, I don't think it matters about the order this year. Topic may be the steal of the draft. Also there is Dalton Knecht. Knecht may be a star in this league. Since players will not be double and triple teaming him like they did in college. Knecht might go number 2 or 3. Who knows.

Go for the highest ceiling PG and then worry about defense later. Spurs need a difference maker scoring-wise! After that, we can look at improving at SF to pair him with Victor and Sochan. If the PG can also be impactful defensively, GREAT. But we need to look higher than just a well-rounded PG. Aim for the best shooter, shot creator, offensive impactor and then go from there.
