Of course they are going to say that so they dont get in trouble with the front office.
They will try to win every games, however they will keep their pick. They don't have the capacity to be a top 20 team in the league anyway.
I agree with everything you said
But there may well be some subtext in there — something he didn't say. We are going to try to win every game (… with the players in uniform on any given night). I'm not sure you'll find a GM who isn't going to say that. The players will be expected to try to win every game, regardless of whether or not they're tanking via decisions at the executive level.
