The commentator really nails it on the head why Horford did this. Wagner has his knee pressed into the back of Horford's knee, which is really uncomfortable, for position and controlling Horfords movement. But Horford shouldn't be "swinging" an elbow or anything, but just pushing back or moving his body into Wagner to reassert position
