this article seems like the most definitive piece published so far indicating harden was angry at the sixers and the sixers truly were not interested in overpaying him.

I just want back tradeable contracts and maybe a draft pick if we’re lucky. Our best option is to either hope Maxey steps up and really becomes a good half court scorer or use Maxey and the slop we got from the Harden trade to put together a package for Dame (doubt).
It’s funny that he’s mad they aren’t gonna overpay him yet he opts in because he knows no one else will either. So he points his finger back at the team for his lack of a market.

Clearly the Clips want to keep their core of superstars//stars together (PG, Kawhi, Westbrook). So if they really want to make room for Harden, come up off some of those guys like Mann, Powell, Bones.
