Physically, Lillard has a quicker step than Herro, for now. But that can be overcome with skill.
I think the biggest thing is confidence. Lillard confidence is one of the highest in the league. Herro has fake confidence. He comes off confident, but when you see him play, you can see he hesitates a lot. But to that point, I think it’s what holds him back from being a top scorer in the league. He needs to go to the hoop like nothing matters. Learn to get fouls. He’s got skill, he just needs aggression
