There is Riley, Red, Pop and Phil. After that you can make an argument for a lot of guys, so I would say Spo is probably between 5-7.
Elite is a relative term but it was clear after 2009/10 that Spo was a top ten coach in the league.

I think he truly earned respect around the league after the 2020 finals run. It was only then was he considered an ‘elite’ coach by the media and other fan bases.

When he survived the Lebron coup attempt I knew there was something there. The leadership side you could see emerging.
He got waxed in ’11 and ’14 by much better tacticians. To me on that front he didn’t really come into his own until Wade left and he was forced to cobble together these offenses without any elite creators. Around 2017 or ’18 I started to see something really unique.

Going from 11-30 to 30-11 was legendary. No other coach in the league could have done that with that particular roster

I had a ton of respect for him from the jump; his inaugural year. He stepped in after the flaming shit show of the previous season and you could just immediately see the steady, systematic, and focused demeanor. It’s funny, but an odd thing I noticed whenever I caught a Heat game in person back then was how serious, prepared, and focused all of Riley’s coaching staff was; it was evident in their work during time outs. So I guess I wasn’t surprised.
I respected the hell out of him for how he handled the Beasley situation. Who could forget the designed inbound play to walk off the court before the ASG? I was also really impressed with how he handled the 09-10 squad. That bunch had nothing to play for because everyone knew the books were coming clean for the 2010 free agent class. And yet they played hard and well. Always prepared and professional.
The one thing about Spo early on is that he looked a bit uncomfortable in the spotlight. But I love seeing how he grew into that part of it as well. Dude gives no fucks during press conferences right now.
