This is why NBA need relegation. There is enough talent for more teams, and there is definitely demand. Make the league 40 teams, 20 in the upper division, 20 in the lower. For the first 3/4ths of the season everyone plays everyone like normal. In the final 1/4th of the season the lower division has a tournament and the winner (or maybe top 2) get a spot in the regular playoffs, with the top 11 (or 10) of the upper division. Teams go up and down in division based on their record over multiple years, playoff appearances/performances, etc.
